SALLYPORT
Born Between 2 Generals

SALLYPORT

A national network of vetted, licensed private investigators. They work trafficking, cartel, fraud and missing-person cases from the outside in, and hand each one to the right law enforcement agency with a sealed evidence record.

The problem

Trafficking networks, cartels and fraud rings cross state lines in a day. The licensed investigators who can find them work alone, one state at a time, with no shared record and no agreed way to hand a case to police.

Tips arrive at agencies as loose screenshots with no source, no time and no chain of custody, so prosecutors cannot use them.

What SALLYPORT does

It joins vetted investigators across every state into one coordinated network. Each case carries a fingerprinted evidence log, a tamper-evident custody chain and a budget, and goes to one lead agency as a sealed packet the agency can verify.

How a case moves

Vet

Every investigator proves a current state license, insurance, background check, references and identity, and signs the Rules of Engagement.

Open and deconflict

A case opens from a tip or an agency request. Every phone, account, domain and wallet is checked against all other cases so two teams never collide.

Work from the outside in

Investigators build the network map from lawful sources: public records, domain and hosting data, archived pages, public posts and surveillance logs.

Seal the record

Each item is logged with its source, time, reliability rating and SHA-256 fingerprint. Every action joins a hash-chained custody log anyone can verify.

Hand off to one lead agency

The packet goes to one lead agency. Any case touching a child goes to the NCMEC CyberTipline first, and nothing advances until the report number is on file.

Close the loop

The agency acknowledges, asks for more, or accepts the case for investigation, and records its own case number. The team sees the result.

Lanes the network works

Trafficking

Sex and labor trafficking, including the online platforms and payment trails traffickers use to sell people.

Transnational organizations

Cartels, smuggling networks and the front businesses, shell companies and wallets that move their money.

Fraud and everything else

Cyber-enabled scams, financial fraud, public corruption, missing persons — any case a licensed investigator can lawfully work.

Children: hard stop

When any fact suggests a minor, SALLYPORT locks the case. Image and capture evidence is switched off, content purchases are blocked, and the case cannot advance until a CyberTipline report number is recorded. Investigators log the link, the username, the platform and the time — never the material.
